Dialog "This action is not allowed" in the tutorial – empty list of allowed files and folders

When I click the small "New file"/"New folder" icon in the SvelteKit Tutorial, assign a random name, and confirm, a message appears, but the list of allowed files and folders is empty:

They should probably be listed, but for some reason, they are not.
