Support validating if all actions can be pinned

Feature Overview

Enable pinact to fail if some actions can't be pinned.
For example, if branches such as main and master are set as action versions, pinact can pin those actions.
We want to add an option to make pinact fail in that case.

Why is the feature needed?

Please explain the problem you want to solve.

Enforce users to pin all actions.
If some actions don't support pinning, you can exclude them by configuration file.
