AFAICT, qpm requires/etc/init.d/xvfb to start xvfb. That file is not available in some distros, particularly in images used by github runners.
While I see the headless switch in the source that could prevent qpm from attempting to run /etc/init.d/xvfb, there doesn't seem to be a way to set if from outside, e.g. from the command line.
I don't know what's the proper way to start/use xvfb. If disabling it would be an option, one could start xvfb manually before qpm I think...
