scrolling highlight/indicator not showing on the minimap

Description of the bug

from the previous version to the latest, this is missing, not sure if there is a setting/config I need to set

Steps to reproduce

open 4192 build

Expected behavior

the scrolling indicator should show like in older versions

Actual behavior

no scroller on the minimap

yep, it seems to be fine in safe mode... but why not using any theme

Maybe they are missing required rules or scrollbar textures are not transparent enough and thus hide highlight indicators.

The following screencast illustrates behavior with Ayu theme and overlay scrollbars enabled for instance.

Ayu theme

was using actually Ayu theme, so maybe its the issue with enabling those, and how :)
