As discussed extensively in chat, add a means to prevent access to certain channels (#showcase, #off-topic, etc.) until a member has contributed enough to "on-topic" channels. This is to avoid problem users who join and do nothing but shitpost, or advertisers who join, add something to #showcase, then leave.
