[Feature]: When provided a prefilled distribution from the URL query params, show otherwise inactive organizations

Description

We can now provide prefilled distribution values in a query parameter to automatically open the widget and set a given distribution. If a distribution with a non-active organization is provided, we should show that organization in the list. This gives us flexibility when using links for f.ex. FEM.

It's by default hidden in the distribution selector, but if a specific link is used it's on the top and prefilled.
