BUI opens should be deferred

For storage I want to close the old UI and open a new UI in the same tick. Issue is that the close is deferred (we do this to avoid spamming open + close for prediction and wait until next tick) but the open isn't so it's possible for both to be on screen for a single tick which obviously doesn't look great.
