Make more robust in handling external repo changes
Support release retry by downloading sha256 digests from github.com
More focused updating of staging repos from external repos, e.g., don't push master
Break formula update to an independent build step to facilitate restart and debugging
Update homebrew-tap smoke test logic to ensure testing newly built formulas
