In DIP-001, we use undefined language. But judging from its content, it's unclear if it's legal to change existing proposals or if only new proposals can be appended.

DIP-001 gives a hint that is:

Governance is the sum of all Dist0rtion Improvement Proposals (DIPs) contained in the master branch of this repository.

In my opinion, this statement is unclear. It may be true that governance is the sum of all proposals. But at the same time, this doesn't necessarily mean that it is also the mutually agreed law. Hence, from my interpretation, for now governance proposals may legitimately be changed.
