Bucket cleanup should be happening after tests in the deprovision step of the github actions workflow, however the TooManyBuckets error frequently pops up during testing meaning this step is (a) being skipped or (b) not performed correctly, so this should be investigated and fixed to mitigate test blocking from this error.
