[UX] Consolidate variants of GPU SKUs #4104

Clouds are introducing more different SKUs for GPUs in SkyPilot, e.g,
GCP: H100-MEGA
Fluidstack: A100-80GB-NVLINK, H100-NVLINK
RunPod: H100-SXM

We should try to find a way to consolidate/unify those names to avoid GPU names becoming cloud-specific.
