if scss file were changed there is no reason to check php
and if php what for to run front build?

@iberdinsky-skilld each .gitlab-ci started to build project from scratch.
One of goals - process project files to start review application. So fronts things should be built.

About phpcs checks. For me is more stable to check all files each time then add any logic to check what files was changed.
