Only (and all) Kernel members can create an Adventure

Only Kernel members ought to be able to create an adventure - lowest auth role required (i.e. any Kernel Fellow, alum, guide, mentor or steward can create).

I realized this can be done without changes to the backend, so unassigning you @simonkernel

This is will just be a config change on the resource and not a code change. Currently, it's set to the same role as when you are creating a new wallet. Easiest would be to change the new role a member gets when creating a wallet and make this higher than what's set on the resource (1000 atm). We don't have a good way to move members from non-members to members, so should address this first imo.
