Docker: move to GitHub Container Registry

We should keep up with the times and deploy the Docker image to the GHCR (instead of Docker Hub) to sit alongside the apptainer image. This will make it slightly faster to push and will likely avoid rate limits from Docker Hub (though it's been ages since I hit one of those).
