Bug description
On both iOS and desktop, recipients of attachments across multiple media types (PDF, XLSX, DOC) are not able to download attachments. Within iOS specifically the "Tap to Download" messaging exists, however tapping results in a short attempt and reverts to the "Tap to Download" again.
Steps to reproduce
User 1 sends User 2 an attachment. Size does not seem to matter.
User 2 attempts to access attachment, clicking the "Tap to Download."
User 2 cries as the attachment will not download.
Actual result: Attachment notifications are seen by recipient, but "Tap to Download" does not retrieve attachments.
Expected result: Attachments would download and be accessible by the recipient

I've got the same issue with some animated gifs. It happens to animated gifs from Fotos as will as from giphy. User 2 sees the "Tap to download" button but nothing happens if the user clicks on it.
The problem ocurrs on iPhone iOS 18 but not on iPad iPadOS 18. Gifs sent from iPad with iPadOS 18 are accessible to the recipient. The same Gifs sent from iPhone are not accessible.
Furthermore, when i send an animated gif from iPhone to another user (User 2), User 2 can not download it. But i myself can also not download it on my iPad. Nothing happens when i click on the "tap to download" button on iPad if the GIF has been sent from my iPhone.
