Bug description

The expected behavior is for a voice note to display sound wave bars with a tall bar that allows the user to navigate within the voice note by moving the bar.

Some voice notes instead show as small moving audio symbols and do not contain the bar that allows for navigation.

Steps to reproduce

This happens randomly when sending voice notes. It tends to happen with longer notes, but does not happen consistently.

Actual result:
Voice notes do not consistently have the bar that allows listeners to stop and replay part of the message.

Expected result:
Voice notes should have the bar that allows listeners to stop and replay part of the message.

Device info

Device: iPhone SE (but all members of the group chat, including on my Macbook Air, see the messages the same, including on iPhones and Androids of various types)

iOS version: 17.6.1

Signal version: 7.26.1
