maybe use something like this: https://github.com/makinacorpus/Leaflet.TextPath

I think the TriMet numbers are pre-produced and loaded like a basemap... ask GIS folks about that.

I talked to the GIS folks at TriMet and the circle labels are manually created and saved for various zoom levels. I think it would be better to use the leaflet text path or something else (non-manual).
