Disable optimisation by default

As of https://github.com/seqeralabs/tower-cli/releases/tag/v0.9.4, the CLI can disable optimisations on the command line. We need to disable this for consistency between runs (i.e. so a demonstrator doesn't switch on optimisations which breaks further runs).
