Sync TRS ToolVersion name field with github tags #614

The name field for tools deposited in dockstore contain the tag or branch name the tool corresponds to. This is quite handy for generating meaningful / predictable queries. Would it be possible to match this on the workflowhub side ?
This is somewhat related to ga4gh/tool-registry-service-schemas#153 and galaxyproject/galaxy#12017 (comment)

TRS tweaks tests for Git-versioned workflows.

Possibly fixes #614 by using version name for TRS Tool Version name, which will the same as the git branch/tag name if imported from git repo
