Feature/Bug(?): 文件资源元素与多平台相关问题

代码：

两个问题：

1. 我自己的bot有三个平台: discord, onebot, telegram. 经测试只有telegram平台在我执行 test 后会返回文件，其他两个平台均无反应.
2. telegram平台能发送对应的文件并以 file.json 为文件名，无法使用我设置的 title="${fileName}.json" 作为文件名

onebot 应该就是没支持。本身支不支持也跟你使用的实现层有关。

discord 的 Message Encoder 好像没有处理 file 类型的元素
（但处理了 img audio 之类的东西
感觉是 bug？file 是标准元素吧
