Monaspace Vietnamese character set

The codepoints are 1EC5 and 1EC7

These are not provided by Monaspace at all, this becomes obvious if you switch to a more distinct version:

Compare the shape of the e with and without diacritics

The 1EC5 (ễ) you see in the web browser comes in via font fallback and is not part of Monaspace.

Here, 1EC5 is empty, as are most of its neighbors (unpatched/original Monaspace Neon shown):

You need to adjust your font fallback in the terminal you use or use a different terminal.
The patching is not the reason here, sorry.
