openblas-devel required for R in ubi9 (rhel9) #212

Hi all,

I am trying to install R for ubi9 (rhel9) to work with RStudio so I followed the steps mentioned in of the README in this repo.
When the rpm is downloaded and ready to be installed, in the install I get the following error message:

Error: 
 Problem: conflicting requests
  - nothing provides openblas-devel needed by R-4.2.2-1-1.x86_64 from `@commandline

I have tried to get openblas-devel elsewhere (centos 9 stream CRB) but unsuccesful. Note that openblas is available (but unsufficient) in the default repos that are shipped with the ubi9 image.
Is this another requirement for rhel9? If so, can you assist me in installing this requirement?

Thank you @gaborcsardi! However I noticed you put in the report flexiblas-devel meanwhile I got to reproduce this with openblas-devel.

In the mean time, I noticed that on some licensed rhel9 host servers building with podman leveraged me an additional repository which does contain this openblas-devel package and many other packages that should be available with CodeReady Builder repository. Building with docker does not add that repository.
