It would be useful to be able to public events with some details showing as either TBA or filled but TBC to avoid states having to put up a seperate, indicative calendar.

Events should not be registerable, however, unless all details are final.

Relevant fields for TBA/TBC would be event start, finish, open, close of rego, divisions, entry fee, venue.

Dev note: Make the fields nullable and convert to TBC on website and in system.
