Place Sapling only when 3 dirtblocks under it #1290

Hi, i have a small problem.
In the world Skyworld, i changed no setting for the creation,

so when i place a sapling when air under the dirt block it wont place, in claims or outside claims there is no difference

is it possible to disable?
