IsingSolver probably doesn't work with noise models #198

The ising functionality (and notebook) takes a QuantumComputer object but then prints this message:

WARNING: Fast method for expectation will be used. Noise
                     models will be ineffective

Peaking under the hood, it looks like it instantiates a WavefunctionSimulator object itself and doesn't even use the QuantumComputer
