Create form for WY Governor: 27

This form is a little weird. I get a captcha before the form is even exposed. I typically use a VPN and when I drop the VPN connection, the captcha isn't presented. And in both situations, the form appears to have an error stating accounts.google.com refused to connect.

This one is a low priority form, but will require some digging to get it working.

There seems to be something wrong with the page that is preventing a browser from accessing it. Re-visit when the form is fixed.

I think the form has been fixed. I just went on it, and I was not prompted with a captcha.

The form content is inside of an iFrame, which we can't target. Sometimes there is a direct link to the content in the iFrame, which allows us to work with it. Let me know if you have any suggestions.

I found a direct link to the iFrame, but when I try to load the page, it's completely blank.
