reshuffling categories tree?

Currently, once the categories tree is created, it is not possible to change the level of the categories, or reorder them, without removing and adding them manually again. For example, if a user realized that the parent element of the category tree is not optimal, they would have to delete the entire tree and recreate a new one.

Also, it is not possible to change the order of the elements, once they are created.

Is it possible to add more flexibility?
