Describe the bug
Right now the CLI's version is in sync with the framework, but different versions of the CLI (for at least the past 5 version) have all only be able to install the most recent version of the framework.
Expected behavior
Instead of updating the CLI's version every time the framework is updated, it should be updated separately. And it should be able to install any version of the framework you specify from the command line. The way it works right now is just broken.
