Add a GH Action recipe so that CI integration is even easier.

The steps will be roughly like this:

Use a Linux image.
Checkout to the repo.
Install x86 binary.
Run the tool.
Raise or suppress errors.
Expose configuration to run on directories.
Expose other CLI params as config fields.
