In a deployment with two or more Readyset, in case one host is temporarily offline while a new query is discovered, this query will not be added by the scheduler in the offline host. When it becomes online again, it will be receiving traffic for the query, but will be missing the cache entry, causing it to be proxied back to upstream.
We should create a way to sync queries.
