Create catalog item update logic #23

When a remote catalog has been updated, the catalog items need to be refreshed.

The logic should go through the existing catalog items and update those who have:

-A newer last updated value
-Are not present

It should NOT update the local catalog items if:
-The local last updated value is newer than the one present in the remote catalog json

When inserting catalog items the higher priority catalog items will overwrite the lower priority ones in case of duplicate sha256sum
