K8s version management controls for imported clusters

We need to provide the option to allow version management on imported clusters both in creation and edition. The feature has a global setting but the cluster-level setting overrides it, so it can be set to system default (global setting), true or false. There might be a notification when changing the global setting. The backend team proposed the UI changes but we need to review it and provide a solid solution.
