Validate Rancher Marketplace elements during development

Elemental Operator development involves CI/CD applied on OBS only.
Also the release process, in Staging first and Stable later, involves firstly release as an helm chart in OBS/IBS.

Specific elements of the Rancher Marketplace, like chart annotations and the questions.yaml file for the extra UI displayed in Rancher UI installation, are not checked nor tested till the chart is imported and released in the Rancher Marketplace.

Would be great to test the values specific to the Marketplace before releasing on OBS/IBS, in order to fix Marketplace issues before the OBS/IBS release and avoiding managing those specific issues with patches in the Rancher Marketplace.
