generate_antisymm_generator always returns 0 matrix not random matrix #117

The generage_antisymm_generator function returns zero matrix instead of random matrix.

OpenFermion-FQE/tests/generalized_doubles_factorization_test.py

Line 36 in 109a864

def generate_antisymm_generator(nso):

So, the test_generalized_doubles() is testing against zero matrix.
