Checkout button unavailable on Donate page

Description

The checkout button is unavailable on Donate page, because the reCAPTCHA widget doesn't appear:

It works OK in Chrome. Update: it's not working in Chrome on Ubuntu either. I tried this on a couple of different Ubuntu machines. I also tried it on a Windows machine and it seems to be working in Chrome and FF.

I tried it in a private session in Firefox (no cookies, user settings, etc) and same problem. Also incognito in Chrome.

I'm finding it's an intermittent error, and the recaptcha show up when I "soft" refresh (ie. don't clear the cache).

Googling the error a bit suggests it may be due to a race condition.
