[changelog] Remove reference to issues.qgis.org in notable fixes section #924

(reporting here as I don't know/find the place to report on changelog app)

Tables in the "notable fixes" section in the changelogs still refer to issues.qgis.org as a column header. It should be GitHub instead (and GitHub URLs they are!).

@DelazJ fyi, the changelog issue tracker lives here: https://github.com/kartoza/prj.app

But (@andreasneumann plz correct me if I'm wrong) the notable fixes are created by Andreas, not sure how exactly, but it looks like both he or I can easily fix that during the creation too.

For now I will fix it in the 3.20 one as I also have to fix the images there...

@andreasneumann with feature freeze started, just a heads-up so that the template of the "bug fixes" table integrates correct repo reference before filled and pulled. Thanks.

@DelazJ I maintain most of the raw changelog entries on changelog.qgis.org and various other community members have edit access. @andreasneumann usually adds the notable fixes there, and @rduivenvoorde harvests the content and publishes to the website. Once they're on the website the systems arent in sync so changes would have to be made in both places to keep things consistent.

I think if it's a https://github.com/kartoza/prj.app or implementation issue though, @timlinux or @dimasciput may be able to assist
