Enable CORS at for the API #73

Looks like CORS is no longer enabled for the API (as it seems to have been before the domain name change).

I was testing out the edit-with-lov project at https://editorsnotes.github.io/edit-with-lov/ and get the following error message:

Cross-Origin Request Blocked: The Same Origin Policy disallows reading the remote resource at https://lov.okfn.org/dataset/lov/api/v2/vocabulary/list. (Reason: CORS request did not succeed).

I'm glad someone's keeping the LOV alive. 😁
