Title of index uses "public code" without an explanation to what public code is. #199

Proposal: create a "what is public code" segment which immediately follows the opening paragraph, similar to the "Why we exist: background".

This would be a natural place for content like "Why public code" from https://github.com/publiccodenet/standard/pull/521 to land.
