A modify button in app claims sectin

Proposed Solution (if applicable)

When claims are expanded there should be a button that takes user to the apps authz screen in a new tab.

Additional Context (if applicable)

Button should use prompt consent and use scopes from prior authorizations

can;t redirect to user's app b/c of state param but we can redirect back to passport.
