There are two things that need to be handled -

We need to implement the IsNodeReady() method in the dcos scheduler. Here we may have to check if marathon and mesos are reachable and healthy, before proceeding.
If torpedo is running on the same node as the one to be restarted, then it will stop torpedo run as well.
