[XCM] Asset Hub: autoswap to pay XCM fees using any asset

Description

Add support to Asset Hubs for using any asset for covering XCM fees (execution and transport) as long as there's an asset-conversion pool available between said asset and DOT/KSM ultimately used for fees.

Progress

• Merged in SDK and tested on testnets: [XCM SDK] Autoswap to pay XCM fees using any asset paritytech/polkadot-sdk#6050
• Released with Polkadot SDK stable2409
• integrate stable2409 to Polkadot and Kusama system chain runtimes
• live on Kusama and Polkadot Asset Hubs
