[BUG] Move-PnPFile doesn't work between site collections

When running Move-PnPFile like this:
move-PnPFile -SourceUrl /sites/PoCIS3/SitePages/KalleTestPub.aspx -TargetUrl /sites/arkivinstruktionerse/SitePages -AllowSchemaMismatch -AllowSmallerVersionLimitOnDestination -Force -Verbose

The column that we have called ContentOwner (people picker) gets the same site collection user id in the destination file.
This means that the displayname of the ContentOwner shows some one elses name. The user with the same ID on the destination site collection as the contentowner on the original site collection shows as the contentowner.

We have ONE site where it works as expected (tested 5 others that doesn't), so we are a little bit confused why....
