Users report endpoint produces a 500 error

Describe the bug
When exporting a list of users, a 500 error is produced and no report is downloaded. No additional error log messages are displayed.

To Reproduce
Steps to reproduce the behavior:

1. Login as an admin/JM
2. Go to Statistics > Users
3. Click Export, then Export again near the bottom (select any user groups or leave the default)
4. See error

Expected behaviour
A list of users based on the selection should be generated with a downloaded CSV file.
