Please take a look at OMP single submission list without an activity. It shifts the View button and breaks the formatting. I feel like a single submission list without an editorial acitvity isn't aligned correctly (see screenshot). I didn't do a deep dive for root cause so this is how I created the issue with a default dataset:

Informal steps:

Login with Author view for user "msmith" on OMP.
Go to the submission list - there should only be 1 submission (id 17)
Observe the submission list row entry layout.
