There are currently no intention to change the behaviour - therefore 3.4 is probably best reference point.
Permission - user can access production stage
user can access production stage - that being configured in Users & Roles -> Roles and depends whether the Production stage is checked.
Some sections are displayed only if current user has this access, there is note on individual sections when this applies
Permission - user can change metadata
thats being configured during the stage assignments (in Edit assignment modals its under Permissions - "Allow this person to make changes to the publication...").
With the exception of galleys - all section seems to be controlled by this permission to allow editing. Not sure why Galleys are exception to be honest.
Publication being published
all publication data are not editable when the publication is published
