Create a dummy "New Starter" Issue #124

Background Information

Idea is to make an issue that any new starter can make a new branch for and try "implement" - even if we then don't merge their changes into main/devel. This could help new starters practise making a branch and a PR and making sure checks pass correctly.

Eg - issue could involve making a dummy function? Then programmers would need to add their name to the spellcheck file, make sure the function is exported, write a test for the function, etc.
