Context

Ticket related to make the wasm deploy tool and the wrapper usable for builders other than Nabla.

Requirement

We need to publish wasm-deploy to npm to make it easy for using it in other projects by just adding it as a dev-dependency to an npm project.

We might want to publish that to the @pendulum-chain organization on npm. We are already using that for the types packages. @TorstenStueber I re-sent you an invite to join the organization on npm.
