The spotlight should move to where the user is scrolled to, rather than the other way around. This means that when the user clicks on a person at the bottom, the spotlight section changes to that person, and moves so that the top is aligned with the top of the browser window.

The problem with making the spotlight image static is that when there is too much information underneath the image, we'd need a scrollbar for vertically small screens (@markdurrant is a NO! to scroll bars)
We should look at how we can make the experience more fluid, or maybe change the layout of things on the page.
