Document CSV serialization format (RFC 4180?) #177

As far as I understand the csv output format is RFC 4180. This should be made explicit in the documentation to make visible standards compliance and because "csv" can mean many different syntax variants (see https://frictionlessdata.io/specs/csv-dialect/).
