Create Docker image of our client together with setup of VoltaML as "inference engine" #2

Current version of the client relies on build with tauri to add simple frontend that is user friendly for gpu lenders. For this task there should be created a CLI version of the client that will be running within docker container deployed on the cloud/GPU marketplaces.

CLI tool can be written in TypeScript with Node.
